May 2023 Annual Parish Meeting

Minutes of the Annual Parish Meeting of Carlton Scroop and Normanton on Cliffe held at Carlton Scroop and Normanton Village Hall on 15 May 2023.
 
18 members of the public were in attendance.  The Chairman opened the meeting at 6.40pm.
 
1. CHAIRMAN’S REMARKS
The Chair welcomed those present and thanked them for their attendance.  
 
2. APOLOGIES
There were no apologies for absence.
 
3. MINUTES OF THE ANNUAL PARISH MEETING 2022
The minutes of the Annual Parish Meeting 2022 were not available for signature.  The Chair moved to agenda item 5.
 
5. PRESENTATION OF REPORTS BY VILLAGE ORGANSATIONS 
 
Reports were received from the following:
Village Hall Committee – a report and financial statement was submitted.  There had been a doubling of income in the year, but also a doubling of costs due to roof repairs and rising utilities costs.  The Committee thanked Mr Hutton, Balfe and Rainthorpe for their work on improving the ramp, steps and patio at the back of the social club and Mr H Baine who had trimmed the hedge.  Other improvements included a new sign, and replacement of carpets and tiling in the social club.  The Committee had discussed ways to improve use of the hall linking with social club such as for bingo and quizzes.  Trying to increase interest locally, music acts etc.  VH website, increased social media remote security alarms.  Janet Bullock was retiring, so the caretaker role would be split between committee members and online booking was being trialled.
 
Councillor Thomas asked whether grant funding was available for the Village Hall improvements.  The Committee Chair explained that there was £1.4k of grant money ringfenced for carpeting and a further £5k could be applied for.
Councillor Thomas asked how the social club was faring.  Councillor Balfe explained that there had been an increase in functions, including a quiz and barbecue. The financial position was fairly healthy, although it was difficult to recruit bar staff.
Councillor England asked that the thanks of both villages be recorded to everyone who had made a contribution to improving the Village Hall and Social Club.
NH would like to vet the bookings, contact via email.  
 
Carlton Scroop Charities – The charities had five trustees and met two or three times a year with the purpose of relieving hardship for residents of the villages. The charities currently had £22k in assets.  Attendees discussed whether the charities might support the Community Hub meetings which were running monthly.  The Charities would welcome interest from anyone who wished to become a trustee.
 
Attendees wished the Reverend Stuart Hadley a long and happy retirement.
 
Normanton Churchyard Fund – The churchyard fund was responsible for the upkeep of the churchyard, which was maintained by volunteers with the exception of the grass mowing and strimming.  The fund relied on an annual donation from the Parish Council as well as a small amount from church services which was split between the fund and the Churches Conservation Trust which was responsible for the upkeep of the building.  Attendees discussed grass cutting in Normanton as a whole.
 
The Chair returned the meeting to agenda item 4.
 
4. TO CONSIDER PROGRESS ON THE PARISH PLAN AND TO SEEK VIEWS ON FUTURE PARISH PRIORITIES.
 
The Chair noted that there had been a change of Chair during the year, but that progress continued to be made on the Parish Plan priorities.  He agreed to collect the Speed Indicator Device from Mr Baker-Browne, who reported that he and Mr Rainthorpe were working on installing the bench in Normanton.  An attendee noted that there was an issue with drains along the road in Normanton being blocked, about which she had contacted Lincolnshire County Council.  County Councillor Maughan responded that capital work was in the programme for September or October to improve drainage.
 
The meeting was closed by the Chair at 7.39pm.
