I hereby give you notice that the next Carlton Scroop and Normanton on Cliffe Parish Council meeting will be held virtually via Zoom on Monday 15 March 2021 at 7.30pm.  All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted as set out hereunder. 

Public Forum:  The Parish Council meeting will be preceded at 7.20pm by a public forum for which Councillors are also asked to be present, at which members of the public may ask questions or make short statements to the Council.  Members of the public are welcome to stay for the meeting but may not participate unless invited to do so by the Chairman. Members of the public can join the meeting via Zoom using Meeting ID: 885 2244 6195 and Passcode: 061772. Alternatively, please contact the Clerk for an email invitation to the meeting.

7.3 To resolve to approve the February bank reconciliation.

7.6 To approve payment of the LALC Membership fee 2021/22 of £137.92 and the LALC Training Scheme fee of £85 ex VAT.

8. PLANNING. 

8.1 To note the following planning decision:

S20/2059 Removal of hedgerows where they intersect with the pipeline within the working corridor of Lincoln to Ancaster Pipeline, Land To The South Of Long Lane, Temple Bruer. Granted 5 March 2021.

8.2 To note the following permitted development:

S21/0156 Application for lawful development certificate to replace the roof, Stone Lodge, Main Street Normanton Permitted Development 17 February 2021

9. HIGHWAYS. 

9.1 To consider a report of mud on Normanton Heath Road and narrowing of the footpath.

9.2 To consider flooding at the junction of the A607 and Sudbrook Road and Heath Lane, Carlton Scroop.

10. CEMETERY

10.1 To approve the revised Cemetery Policy and memorial dimensions.

10.2 To agree a date for further works to the cemetery.

10.3 To consider membership of the Institute of Cemetery and Crematorium Management at a cost of £95.

11. RECREATION GROUND

11.1 To review current arrangements for the emptying of dog bins.

12. COMMUNITY UPDATES

12.1 To consider an amendment to the grass cutting contract provided by EnvironmentSK for 2021/22 to include cutting grass as far as the south end of the Carlton Scroop rather than to the Church.

13. POLICIES AND PROCEDURES

13.1 To approve the Co-option Policy prepared by Councillor Calder.

13.2 To consider progress on the Parish Plan and to agree actions required.

13.3 To consider preparation of a training strategy.

13.4 To approve the revised Code of Conduct, Complaints Policy, Safeguarding Policy, Communications Protocol, Social Media Policy, GDPR Policies and Freedom of Information Act Policy and Publication Scheme prepared by the Clerk.

14. CORRESPONDENCE. 

14.1 To note all general correspondence circulated for information since the January meeting. 

14.2 To note correspondence from Anglian Water re the Lincoln to Grantham pipeline.

14.3 To note correspondence from Maisie McMahon, Safer Together Co-ordinator, Lincolnshire Police.

15. STAFFING. 

15.1 To consider a contribution of £70 (50%) towards the Clerk’s membership of the SLCC.

16. CO-OPTION

16.1 To receive report from Councillors Calder and Hankinson and consider the applications received.
