I hereby give you notice that the next Carlton Scroop and Normanton on Cliffe Parish Council meeting will be held virtually via Zoom on Monday 18 January 2021 at 7.30pm.  All members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted as set out hereunder. 

Public Forum:  The Parish Council meeting will be preceded at 7.20pm by a public forum for which Councillors are also asked to be present, at which members of the public may ask questions or make short statements to the Council.  Members of the public are welcome to stay for the meeting but may not participate unless invited to do so by the Chairman. Members of the public can join the meeting via Zoom using Meeting ID: 848 7379 0941 and Passcode: 936512.  Alternatively, please contact the Clerk for an email invitation to the meeting.

1. WELCOME REMARKS BY THE CHAIRMAN. 

2. TO RECEIVE APOLOGIES FOR ABSENCE AND TO RESOLVE TO ACCEPT REASONS GIVEN. 

3. TO RECEIVE DECLARATIONS OF PECUNIARY INTEREST IN RELATION TO AGENDA ITEMS AND TO CONSIDER REQUESTS FOR DISPENSATIONS IN ACCORDANCE WITH THE LOCALISM ACT 2011.

4.1 To resolve to accept the Clerk’s notes of the Parish Council Meeting held on 16 November 2020.

7.3 To resolve to approve the December bank reconciliation.

7.5 To consider the proposed budget prepared by the Clerk and Councillors Thomas and Calder and to approve the precept requirement for 2021/22.

7.6 To consider applications for grants from Normanton Graveyard, Carlton Scroop Parochial Church Council and Carlton Scroop Village Hall.

7.7 To receive an update from Councillor Thomas on internet banking.

8. PLANNING. 

8.1 To note the following planning application on which no comments were made:

APPLICATION: S20/2059 

PROPOSAL: Removal of hedgerows where they intersect with the pipeline from Lincoln to Ancaster

AT: Land to the South of Long Lane, Temple Bruer with Temple High Grange, Leadenham North for Rothwell

9. HIGHWAYS. 

9.1 To receive a report from Councillor Rainthorpe regarding subsidence at the boundary of Stone Walls, Heath Lane, and the A607.

9.2 To consider a report from Councillor Hankinson regarding the overgrown footpath on the A607 by the old railway bridge. 

10. CEMETERY

10.1 To receive an update from Councillor Hankinson on the planned maintenance works scheduled.

10.2 To receive any further cemetery updates.

11. RECREATION GROUND

11.1 To consider options for the emptying of dog waste bins and disposal of the waste.

12. COMMUNITY UPDATES

12.1 To consider an amendment to the grass cutting contract provided by EnvironmentSK for 2021/22 to include cutting grass as far as the south end of the Carlton Scroop rather than to the Church.

12.2 To consider whether the proposed Phase II of the village gates scheme, including gates at the south end of Normanton and the north end of Carlton Scroop will be implemented.

12.3 To consider a quote for repainting the bus shelter.

12.4 To consider correspondence regarding Pine Farm, Carlton Scroop.

13. POLICIES AND PROCEDURES

13.1 To approve the revised Standing Orders and Financial Regulations circulated by the Clerk. 

13.2 To consider progress on the Parish Plan and to agree actions required.

13.3 To consider preparation of a training strategy.

14. CORRESPONDENCE. 

14.1 To note all general correspondence circulated for information since the November meeting. 

15. STAFFING. 

15.1 To resolve to move into closed session, in accordance with the Public Bodies Act 1960, due to the nature of matters to be discussed. 

15.2 To receive an update regarding the former Clerk.

15.3 To review provision of the community cleaning contract for 2021/22.

16. CO-OPTION

16.1 To discuss applications received for the casual vacancy for Carlton Scroop, to agree the selection process and to consider advertisement of the casual vacancy for Normanton.
