Parish Council

The Parish Council met on Monday 13 July in the Village Hall and discussed a number of matters affecting the parish. Fellow councillors welcomed councillor Tim Cooper to his first meeting after being co-opted onto the Council until the elections in May 2027.
There was no representation from the two district councillors. Councillor Ken Banford stated he had submitted a report to the Executive Board objecting to the booking system being introduced at the Grantham recycling centre.
Highway issues in the two villages
Residents continue to be concerned about the way some motorists, particularly the heavy goods vehicles (HGV’s) are cutting the sharp corners at Normanton and between Carlton Scroop and Honnington, causing a hazard to other motorists travelling through the Parish. The speed signs in Normanton are still not working properly. The Council will, once again, complain to the County Council regarding lack of action, but urges all residents to log a complaint on the County Council’s “ Fixmystreet” portal.
The portable speed indicator device (SID) is now showing its age and has developed an electrical fault. Councillors Hands and Cooper are looking to repair and refurbish the SID and, hopefully, it will be back in action soon. A replacement would cost up to £4,000. The Council is to ask the County Council for another speed survey in the parish, following an inconclusive outcome from the last survey.
Councillors discussed various options to encourage motorists to comply with the speeds limit through the parish. They revisited the prospect of setting up a Community Speed Watch Group that would monitor and report speeding vehicles in the two villages. A broken footway light on the A607 still needs to be replaced by SKDC.
Finance Matters
The Council has placed its surplus funds in a 6-month fixed interest account in order to raise extra income. The expenditure and income is monitored by the Council against its budget at each meeting.
Planning Matters
There appears to be no activity at 1A the Lodges, following the Inspector’s decision to grant planning permission, after an appeal.
Jubilee Field/Cemetery
The dog bin in the Jubilee Field has been moved to stop indiscriminate disposal of household waste. The Council was unsuccessful in the draw for a free tree survey, but will be included in the next draw. Residents should note that there is a bee nest currently in the Jubilee Field and caution is recommended. The District Council is being approached on how to deal with this issue. A digital plan of the cemetery has been prepared and new burial plot markers installed. Both areas were tidied up as part of the Big Parish Spring Clean. Councillors agreed that a more detailed discussion regarding pricing, maintenance and burial rights at the cemetery should take place at the next meeting.
The Parish Plan
The Council reviewed the actions required against the Parish Plan, noting that the plan will have to be reset by the new Council elected from May 2027.
Other Community Issues
The Parish Council hopes to obtain a new commemorative seat from the County Council to be placed on the Viking Way near the Jubilee Field.
The entrance gates to the Parish require refurbishment and re-painting. Anyone prepared to volunteer to help with this work can contact the Clerk. Otherwise, councillors will have to undertake the works.
The councillors discussed a request from a resident to erect a silhouette memorial in the parish. Various options regarding quality and position were discussed and residents will be asked for their opinions on this proposal and possibility to seek sponsorship.
There appears to be some doubt over the continuation over a permissive footpath in Normanton. It was agreed to discuss options with the landowner.
