The Annual Parish Meeting took place on Monday 11 May in the Village Hall, followed by the Annual Meeting of the Parish Council.
Annual Parish Meeting
The meeting was well attended by councillors, residents and local organisations. The audience received reports from the Parish Council, District Council, County Council, Village Hall Committee, Social Club, Carlton Scroop Parish Charities, Community Hub and those currently maintaining the two village churchyards. A resident raised concerns regarding an overgrown hedge behind their property, which appeared to be the responsibility of the District Council. A fire occurred in the hedge the week before which required attendance by the Fire Brigade. The Chair thanked all those residents who attended the Big Parsh Spring Clean on the 9 May and also those volunteers who work tirelessly in the Parish, particularly Richard & Caroline Harris and Nick Cave for volunteering to undertake litter picking duties.
Annual Meeting of the Parish Council
Councillors discussed a number of local issues and approved the Annual Accounts for 2025/26. Alan Thomas was re-elected as Chair and Jo Worrell was appointed Vice-Chair. Tim Cooper was co-opted onto the Council to fill the vacancy created by the resignation of David Balfe. The Chair made a presentation to the outgoing Clerk, Florence Hill and welcomed the new Clerk, Jackie Britten-Crooks.
Annual Return and Accounts for 2025/26
The Parish Council Accounts for the last financial year were approved and audited. The Council held a balance of £16,074 at the beginning of the year and raised £9,000 from the Council Tax during the year. The main costs incurred during the year related to the Clerk’s salary, grass cutting, hedge/tree maintenance, dog bin emptying, insurance and 2 new defibrillators and cabinets. A balance of £11,804 remained at the end of the year. The Parish Council received a clean bill of health from the auditor.

Highway issues in the two villages
Residents continue to be concerned about the way some motorists, particularly the heavy goods vehicles (HGV’s) are cutting the sharp corners at Normanton and between Carlton Scroop and Honnington, causing a hazard to other motorists travelling through the Parish. The speed signs in Normanton are still not working properly. A broken footway light on the A607 still needs to be replaced by SKDC.
Finance Matters
New contracts have been let to cover grass cutting and dog bin emptying in the Parish. The Council has placed its surplus funds in a 6-month fixed interest account in order to raise extra income.
Planning Matters
South Kesteven District Council refused a new planning application for the Traveller site at Carlton Scroop. The applicant appealed against this decision and an independent planning inspector has recently overturned the Council’s decision and granted the applicant full planning permission, subject to certain conditions being met. The Inspector’s report can be found on the Parish Council’s website or on the South Kesteven planning portal using the reference S25/0403. There is no opportunity to appeal against the inspector’s decision.
Jubilee Field/Cemetery
The dog bin in the Jubilee Field has been moved to stop indiscriminate disposal of household waste. A new digital plan of the cemetery has been prepared and new burial plot markers installed. Both areas were tidied up as part of the Big Parish Spring Clean.
Other Community Issues
The Parish Council hope to obtain a new commemorative seat from the County Council to be placed on the Viking Way near the Jubilee Field.
The entrance gates to the Parish require refurbishment and re-painting. Anyone prepared to volunteer to undertake this work can contact the Clerk.
Howdale Lane in Carlton Scroop (part of the Viking Way) still remains partially blocked. This has been raised with the County Council.
Village Hall & Social Club
Please visit the extensive book library at the Village Hall – open most Saturdays from 11.00am
The Village Hall at Carlton Scroop is available for hire by individuals or groups. A BBQ is being held on Saturday 20th June to celebrate the 75th anniversary of the Village Hall opening– all welcome. Please contact carltonscroopvillagehall@gmail.com if you want to hire the Hall.
The cosy Social Club in the Village Hall is open on a Friday 7.30 pm to 10.30 pm – all welcome.
