UPDATE ON PLANNING APPLICATION 7 APRIL

Further to the 31 March update which included details of the Planning Committee meeting on 7 April and attendance.

Disappointingly, I was the sole representative from Carlton Scroop who attended the Planning Committee Meeting. With only 3 minutes speaking time allocated to each individual speaker it was difficult for me to transmit all issues. 

My summary. SKDC has failed the gypsy community by not providing sufficient accommodation sites as they are required to do. SKDC have used their failure to support the application even although they know and acknowledge that the site in Carlton Scroop is unsuitable and in the wrong location. A majority of councillors supported the recommendation that the planning permission be granted; albeit temporary for 3 years) The attached PDF shows the full report (this was contained within the links in the 31 March update).

18 FEBRUARY 2022 – UPDATE ON PLANNING APPLICATION S22/0091
 
There have not been any material changes to the update of 14 February.  The key date remains the 4 March 22. This being the date for people to register their comments on the planning application. 

 It is worth noting that all comments on planning applications are generally open to public view.  This includes your name. Some residents were fearful about their personal information being on public view and asked if they formed part of a petition would their details still be the open to public. This concern was raised to SKDC    

“SKDC informed that the comments will be saved as sensitive, however people can request to see them and we have a legal obligation to allow this. In this instance (ie fear over exposure) we usually redact names, phone numbers, email addresses and signatures.  However, if required, we can also remove addresses.  Where a large number of people wish to make the same representation, it can be done in the form of a petition, or a representation letter which is then signed by reach respondent.”  
 
It is worth repeating that a legal undertaking has been sent to SKDC by the owners of the site via a solicitor stating that no further development on the site will be undertaken without planning permission. Should this agreement be broken SKDC will take necessary action and has prepared to enable prompt action in that respect. In the meantime, should anyone notice changes on the site, please advise them to contact Craig at c.dickinson@southkesteven.gov.uk
 
SKDC has strongly encouraged the Parish Council and residents to frame their representations around policies in the Local Plan and the National Planning Policy for Traveller Sites. See the attached links:

At the moment SKDC anticipates the application being presented at either 24 March or 21 April Planning Committee. Update will follow when the Parish Council is notified.

Any resident who wishes or intends to speak is invited to inform clerkcsnpc@gmail.com    This will enable a coordinated response to be put together thereby avoiding unnecessary duplication of points.  

The Parish Council will review the application at its next meeting on 21st Feb at 19.30 hrs. 

Please note that as a general principle personal representations that show either widespread objection or support are more effective than a petition or circular; this can help show that people are individually concerned.


14 FEBRUARY 2022 – UPDATE ON PLANNING APPLICATION S22/0091

In respect of the planning application, the site was visited by SKDC on Friday 11 February and site notices displayed. These allow comments up to March 4.

The Parish Council has engaged the services of an experienced Planning Consultant to review the application and to provide a report showing weaknesses on its veracity.  This will complement a detailed response from the Parish Council objecting to the planning application. 

SKDC’s enforcement team will continue to monitor the site past the expiry of the temporary stop notice, which will cease to have effect on 17 February. A legal undertaking has been sent to SKDC by the owners of the site via a solicitor stating that no further development on the site will be undertaken without planning permission. Should this agreement be broken SKDC will take necessary action and has prepared to enable prompt action in that respect. The Parish Council took part in a meeting at 11.30 hrs on Friday 11 February with SKDC planners and District and County councillors. The meeting was extremely helpful and informative.

The above is the latest situation as at 14 February. The Parish Council will review at its next meeting on 21st Feb at 19.30 hrs. However, any material new information will be circulated as it is received. In any event there will be an update on this Homepage on Friday 18 February. 


7 FEBRUARY 2022 UPDATE ON PLANNING APPLICATIONS 22/0091

There have been numerous representations from residents in respect of Planning Application s22/0091. The Parish Council has taken these into consideration and has 21 days from site notices being placed to respond.   As at 09.00hrs Monday 7th February the site warning notices have yet to be put in place by SKDC; however, the case officer has advised that they are expected to put up this week.

The Planning Application, submitted by Phillip Brown Associates Ltd, Chartered Town Planners and Development Consultants, has been reviewed and the Parish Council is minded to engage the services of its own Planning Consultant to fully respond to issues within the application albeit the Parish Council has limited funds to engage professional help. Nevertheless, it is felt essential that an experienced and non-layman eye examines, peer reviews and comments on the application. 

Some residents encouraged the Parish Council to engage professional help and have expressed an interest to donate funds to help engage the services. If you are able and willing to contribute, please contact clerkcsnpc@gmail.com as soon as possible. All correspondence and conversations will be treated in the utmost confidence.  

There will be a Parish Council meeting on Monday 21st February at 19.30 hrs in the Village Hall, Carlton Scroop. This will be a “normal” meeting and Planning Matters will be an early item on the agenda.
