Minutes of the Meeting of Carlton Scroop and Normanton on Cliffe Parish Council
 Held at Carlton Scroop and Normanton on Cliffe Village Hall on Monday 15 September 2025

Public Forum
 Several members of the public were in attendance.
Residents raised concerns regarding:
● Speeding issues in Sudbrook, particularly on the western end where the speed limit changes from 60mph to 30mph.
 
● Ongoing problems with speeding in Carlton Scroop, with a suggestion to remove the 50mph zone between Carlton Scroop and Normanton.
 
● Heavy goods vehicles, including skip lorries, travelling through Sudbrook despite previous agreements to avoid the route. Residents reported up to 15 skip lorries per day during peak periods.
 
Councillor Thomas suggested the possibility of introducing a Community Speed Watch scheme.
 It was agreed that the Parish Council would contact Mountain Lorries directly about residents’ concerns, and consider lobbying alongside neighbouring parishes such as Ancaster.

 Resolved: To accept the apologies and reasons given.
 
25/1. WELCOME REMARKS BY THE CHAIRMAN
 The Chair opened the meeting at 7.20pm and welcomed all Councillors and members of the public.
 
25/2. DECLARATIONS OF PECUNIARY INTEREST AND REQUESTS FOR DISPENSATION
 No declarations of pecuniary interest or requests for dispensation were made.
 
25/3. APPROVAL OF MINUTES
 3.1 Councillor Hands proposed that the Clerk’s notes of the Annual Parish Council Meeting held on 14 July 2025 be approved as a true record, which was seconded by Councillor Jack.
 Resolved: Minutes of the meeting held on 14 July 2025 were approved and duly signed by the Chairman.
 
25/4. REPORTS FROM DISTRICT AND COUNTY COUNCILLORS
 No reports were received.
 
25/5. PARISH PLAN
 5.1 Members considered the Parish Plan actions for 2025/26 and agreed that a progress update should be circulated to residents.
 Resolved: Parish Plan update to be issued.
 
25/6. CLERK’S REPORT
 6.1 Members noted the Clerk’s report on actions taken since the July meeting, including ongoing contact with Lincolnshire County Council and other organisations regarding speeding issues.

Resolved: To approve all payments listed above.
7.3 Councillor Hands proposed approval of the August bank reconciliation, seconded by Councillor Baines.
 Resolved: Bank reconciliation for August was approved.
7.4 Members noted the budget monitoring statement showing expenditure and income against the 2025/26 budget.
 
25/8. PLANNING
 8.1 Members discussed ongoing planning issues at 1A The Lodges, Carlton Scroop. Councillor Thomas reported that South Kesteven District Council had confirmed no appeal had yet been lodged against refusal, though the applicant has six months to appeal. Concerns were raised about reports of fires at the site.
 
25/9. HIGHWAYS
 9.1 Members considered multiple issues relating to speeding in Sudbrook and Carlton Scroop, and heavy goods vehicles using Sudbrook Road from the A607.
 Action: Clerk to liaise with LCC regarding enforcement and signage, and to contact Mountain Lorries about concerns raised.
9.2 Councillors agreed to explore options for a Community Speed Watch scheme.
9.3 Councillors noted highways issues raised in the parish and will continue to monitor.
 
25/10. CEMETERY
 10.1 The Clerk reported that work is ongoing to complete the Register of Burials and notify relatives of plot numbers.
 
25/11. JUBILEE FIELD
 11.1 Councillors agreed that hedges and trees surrounding the Jubilee Field and cemetery require cutting.
 Action: Clerk to obtain quotes.
 
25/12. COMMUNITY UPDATES
 12.1 Councillors noted issues raised by residents regarding large lorries passing through Normanton, with waste and heavy vehicles struggling to pass each other.
 
25/13. POLICIES AND PROCEDURES
 13.1 Councillor England volunteered to act as Lead Safeguarding Officer.
 Resolved: To appoint Councillor England as Lead Safeguarding Officer and approve the updated Safeguarding Policy.
 
25/14. CORRESPONDENCE
 14.1 Members noted all general correspondence circulated since the July meeting.
 
25/15. DATES OF FUTURE MEETINGS
